QUESTIONS FOR WRITTEN REPLY: IQP 13 OF 2010

Premier:

109. Mr R S Stevenson to ask the Premier:

(1) (a) How many calls had been referred to the province by the Presidential Hotline as at the latest specified date for which information is available and (b) how many of these calls have been resolved;

(2) what is the reason for the poor rate at which these calls are being resolved;

(3) whether any steps have been or are to be taken with a view to improving the resolution rate; if not, why not; if so, (a) what steps and (b) when?

MECs:

110. Mr R S Stevenson to ask the MEC responsible for Roads and Public Works:

(1) Whether her department owns a property at 7 Hartley Road, Parsons Hill, Port Elizabeth; if so,

(2) whether she has been informed that an application has been made to the city council to renovate the building so that parts of it can be converted into a bed and breakfast; if so, what are the relevant details;

(3) (a) to whom was this property leased as at the latest specified date for which information is available and (b) what are the terms of the lease;

(4) whether her Department has given permission for the building to be renovated; if so, what are the relevant details;

(5) whether it is in line with departmental policy for a person to lease a house and subsequently convert it into a business; if so, what are the relevant details;

(6) whether any steps have been or are to be taken with a view to addressing this matter; if not, why not; if so, what steps?

111. Mr R S Stevenson to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether any forensic audits had been carried out which implicated the Municipal Manager of the Great Kei Municipality in any irregularities as at the latest specified date for which information is available; if so, what are the relevant details;

(2) whether any disciplinary action has been or is to be taken against any officials implicated in these irregularities; if not, why not; if so, what steps;

(3) whether any officials implicated in any of these irregularities had been given a golden handshake as at the latest specified date for which information is available; if so,

(4) whether any steps have been or are to be taken with a view to addressing this matter; if not, why not; if so, what steps;

(5) whether any other irregularities had been discovered in the Great Kei Municipality as at the latest specified date for which information is available; if so, what are the relevant details?

112. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) What total amount, including interest, was owed by provincial departments to all 45 municipalities in the province as at 31 March 2010;

(2) what amount, including interest, was owed by each specified provincial department to each specified municipality as at 31 March 2010;

(3) what total amount in interest was owed by provincial departments to municipalities as at 31 March 2010;

(4) when will these outstanding amounts be paid to the municipalities concerned;

(5) whether any action has been or is to be taken against any officials for causing fruitless and wasteful expenditure in interest payments due, as a result of not paying the due amounts timeously; if not, why not; if so, (a) how may officials have been disciplined and (b) what are the further relevant details?

113. Ms V Mvenya to ask the MEC responsible for Local Government and Traditional Affairs:

Whether he has been informed that the mayors of all the municipalities that fall under the Ukhahlamba District Municipality recently undertook a trip to Sweden; if so, (a) what was the purpose of the trip, (b) who is responsible for the payment of (i) air tickets, (ii) accommodation and (iii) subsistence for this trip and (c) what amount was spent per mayor in respect of this trip?

114. Mr D B Haddon to ask the MEC responsible for Housing:

(1) What was the identified target figure for housing rectification in the province in respect of the 2009/2010 financial year;

(2) (a) how many dwellings in the province were rectified by her Department from 1 April 2009 up to and including 31 March 2010 and (b) what total amount, including the once-off amount received from the national Government, was set aside for housing rectification in the province for the 2009/2010 financial year;

(3) what amount of this total had been spent on rectification as at 31 March 2010;

(4) what was the reason for the underexpenditure on housing rectification?

115. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed of or has received any formal community submission relating to problems experienced by the Green Point Secondary School in East London; if so, what problems have emerged at this school following the appointment of a permanent principal at the beginning of the 2010 academic year;

(2) whether any resolutions were conveyed to the school community as a result of this submission; if so, what are the relevant details;

(3) whether any in-depth consultation took place between the MEC and the complainants; if not, why not; if so, what are the relevant details;

(4) whether the resolutions decided upon are reflective of the needs of the community concerned; if not, why not; if so, what are the relevant details;

(5) whether he has been informed that communities have been tasked by various role-players to have a more influential say in the (a) functioning and (b) governance of their community-based schools; if so,

(6) whether these principles were applied when dealing with the situation at Green Point Secondary School; if not, (a) why not and (b) in whose interests has the situation at this school been addressed?

116. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether any steps have been or are to be taken with a view to resolving the issue of former FET lecturers who, for the past two years, have been located at District offices throughout the province; if not, why not; if so, (a) what steps and (b) when will this situation be resolved;

(2) how many of these lecturers (a) had been placed in schools as at the latest specified date for which information is available and (b) still need to be placed;

(3) what is the breakdown per district in respect of (a) and (b) in paragraph (2) above?

117. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) (a) When will the moratorium on the filling of non-teaching personnel vacancies be lifted and (b) how is his Department assisting schools in the province which have lost non-teaching personnel due to natural attrition;

(2) whether there is any excess of non-teaching personnel anywhere in the system; if so, how many such personnel are in excess per specified district?

118. Mr J Pienaar to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether she has been informed (a) of the construction of the Somerset East Airport by Somerset East Municipality and (b) that construction of this airport has come to a standstill due to financial constraints; if so,

(2) whether her Department is prepared to provide financial assistance to complete the airport; if not, why not; if so, what are the relevant details?

119. Mr J Pienaar to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(a) What amount was spent to upgrade the Government Garage in Port Elizabeth and (b) for what purpose will this facility be utilised?

120. Mr J Pienaar to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(a) How many area-wide contracts for the maintenance of roads will be entered into for the 2010/2011 financial year, (b) in which specified districts of the province will these contracts be entered into and (c) what is the value of these contracts in each case?

121. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) How many traffic officers should be employed in (a) each of the District Municipalities in the province and (b) the Nelson Mandela Metropolitan Municipality;

(2) how many traffic officer vacancies were there in (a) each of the District Municipalities in the province and (b) the Nelson Mandela Metropolitan Municipality as at the latest specified date for which information is available;

(3) (a) by when will these vacancies be filled and (b) in which specified municipalities will they be filled?
