FREEDOM DAY

Freedom Day means different things to different generations. For one generation the emphasis is on celebrating freedom as the victory of democracy over apartheid. For another it represents the hope that South Africa can progress towards a state where the dream of freedom can be lived.

Although we are free from the yoke of apartheid we are still shackled by poverty, unemployment, a failing education and health system; together with a high crime rate which contributes to a climate of fear. There is thus a huge gap between the intent of our constitutional democracy and what is delivered in practice.

BUDGET SHOULD PROMOTE OPEN, OPPORTUNITY SOCIETY

A budget is a political instrument whereby the governing party implements its policies and ideology. From the perspective of the Democratic Alliance a budget which is underpinned by the concept of a developmental state and cadre redeployment can never provide full value for money.

On the other hand the Democratic Alliance’s approach to a budget is underpinned by it’s philosophy of an open, opportunity society for all. In an open society there is transparency and accountability. Officials are appointed on the basis of their fitness for intended purpose and not political connections. In an opportunity society, every person must be given the chance and wherewithall to improve their circumstances.

NEEDED: AGENDA FOR ACCOUNTABILITY

IN HER State of the Province address Premier Noxolo Kiviet failed to spell out in unequivocal terms how accountability of her Cabinet and civil servants is going to be rigidly enforced, writes DA Legisalture Leader Bobby Stevenson. Without accountability we do not get value for money. This means that money is wasted on maladministration, corruption and general inefficiencies.
