288. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether all municipalities in the province had Performance Audit committees in place as at the latest specified date for which information is available; if not, (a) why not, (b) which specified municipalities do not have such committees in place and (c) by when will all municipalities have such committees in place;

(2) whether the existing Performance Audit committees are correctly constituted in terms of outside representation; if not, why not?

289. Mr J C Cupido to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether any individual, committee or forum sets the minimum requirements for positions within the Buffalo City Municipality (BCM) Traffic Department; if so, (a) who are the members of this committee or forum and (b) who is the chairperson;

(2) what is the procedure for changing the minimum requirements for a position;

(3) what were the minimum requirements for (a) a Superintendent position and (b) an Assistant Superintendent position in the BCM Traffic Department in (i) 2005, (ii) 2006, (iii) 2007, (iv) 2008, (v) 2009 and (vi) 2010;

(4) whether there was a vacant Superintendent position in King William’s Town as at the latest specified date for which information is available; if so,

(5) whether this is a funded position; if so, (a) why is the position still unoccupied and (b) where is the funding for this position currently being utilised?

290. Mr J C Cupido to ask the MEC responsible for Local Government and Traditional Affairs:

(1) What is the current organogram for the (a) coastal side and (b) inland side of the Buffalo City Municipality (BCM) Traffic Department;

(2) whether any currently existing positions do not appear on the existing BCM Traffic Department organogram, both inland and coastal; if so, (a) which specified positions and (b) what are the names of the persons occupying those positions;

(3) how many of the (a) Senior Superintendents, (b) Assistant Superintendents, (c) Superintendents and (d) Traffic Officers within the BCM Traffic Department are (i) men, (ii) women and (iii) registered as Traffic Officers, with Traffic Officer diplomas;

(4) who is the highest ranking Traffic Officer based at Gonubie Traffic Services in terms of the existing organogram?

291. Mr D B Haddon to ask the MEC responsible for Human Settlements:

(1) What number of staff were (a) planned for, (b) budgeted for and (c) actually employed in the Housing division of the Ikwezi Municipality as at the latest specified date for which information is available;

(2) how many of the existing positions at the various levels in this Housing division were (a) occupied and (b) vacant as at the latest specified date for which information is available;

(3) whether any plans are in place with a view to filling the critical vacancies in this division; if not, why not; if so, what plans;

(4) whether the staff employed in this division have the necessary skills and experience to deliver the housing mandate they have been delegated;

(5) whether any steps have been or are to be taken with a view to (a) building capacity and (b) enhancing the expertise of the officials in this division; if not, why not; if so, what steps?

292. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(a) When is it anticipated that the Administration of Road Traffic Offences Act, Act 46 of 1998, will be implemented in the province and (b) what is the reason for the current delay in implementing this Act?

293. Mr R S Stevenson to ask the MEC responsible for Health:

(1) How many disciplinary enquiries were held in his Department in (a) 2009/2010 and (b) 2010/2011 up to and including the latest specified date for which information is available;

(2) (a) on how many occasions were outside consultants used to deal with the disciplinary enquiries in (i) 2009/2010 and (ii) 2010/2011 and (b) what was the total cost of using these consultants;

(3) whether there is sufficient internal capacity to deal with disciplinary enquiries within the Human Resources section of his Department; if so, why are they not being fully utilised?

294. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:

(1) What is the current status of the development of the sports stadium built in Mthatha for the Soccer World Cup;

(2) (a) what amount had spent on this project as at the latest specified date for which information is available and (b) what is the projected cost to fully complete the stadium and surrounding facilities such as the athletics track;

(3) (a) what amount has the province budgeted for the completion of this stadium and (b) where does her department intend to source funding to complete the stadium;

(4) whether any steps have been or are to be taken with a view to sourcing funding for the completion of the stadium; if, not, why not; if so, what response has there been;

(5) what steps does she intend tasking to ensure that the stadium is completed in its entirety;

(6) (a) what are the anticipated completion dates for the various phases of this project and (b) when is it anticipated that the project will be completed in its entirety?

(2) (a) how long have those departments referred to in paragraph (1)(ii) above been without a permanent head, (b) what progress had been made with the filling of each vacancy as at the latest specified date for which information is available and (c) when is it anticipated that each vacancy will be filled?

279. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed that (a) there was only one winter school centre for the learners of the Grahamstown district, (b) only 40% of the targeted learners attended this winter school and (c) the winter school closed one week prior to the scheduled closing date; if so, (i) what were the reasons for the low attendance and (ii) why did the centre close a week prior to the scheduled closing date;

(2) what amount was (a) budgeted for and (b) actually spent on this centre;

(3) whether the amount spent on this winter school was well spent; if not, why not; if so, what are the relevant details?

280. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed that the recently built Sophoka Junior Primary School in Langdraai in the Amahlati Municipality is inadequately equipped with desks and chairs; if so, what is the reason for this problem;

(2) whether any steps have been or are to be taken with a view to addressing this problem; if not, why not; if so, (a) what steps and (b) by when will this problem be solved?

281. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether his Department has systems in place to ensure that the 4 588 schools in the province are provided with nutritious cooked meals within the R702 936 000 budget for the School Nutrition Programme; if not, why not; if so, what are the full relevant details in respect of these systems;

(2) whether any monitoring mechanisms are in place to ensure the effective administration of this programme; if not, why not; if so, what are the relevant details;

(3) what is the difference between this system and the system administered in the past?

282. Mr J P Korkie to ask the MEC responsible for Human Settlements:

(1) Whether any houses in the Koukamma Municipality were under rectification as at the latest specified date for which information is available; if so, (a) how many and (b) what are the costs involved;

(2) (a) how many houses had been built in (i) Koukamma, (ii) Coldstream and (iii) Woodlands as at the latest specified date for which information is available and (b) what were the costs of these projects in each case;

(3) who was the appointed contractor of the houses that are now under rectification;

284. Mr J P Korkie to ask the MEC responsible for Health:

(1) Whether he has been informed that only one ambulance is in operation for the entire Hangkloof area in Koukamma; if so,

(2) whether any steps have been or are to be taken with a view to addressing this matter; if not, why not; if so, (a) what steps and (b) when;

(3) whether any steps have been or are to be taken with a view to addressing the problem that this ambulance has only one driver per shift; if not, why not; if so, (a) what steps and (b) when?

285. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) (a) What are the names of the 25 municipalities in the province that have been prioritised for turn-around intervention by the South African Local Government Association (SALGA) and (b) what is the expected intervention period plan in each case;

(2) whether the officials concerned are deployed on fixed-term contracts; if so, what is the cost to the province to employ these officials in these capacities?

(3) whether any plans are in place to ensure a sound turn-around success in each of these prioritised municipalities; if not, why not; if so, what plans?

286. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) How many members of the South African Police Service in the province were experiencing delays in receiving payments due to them for extra duties done during the Soccer World Cup as at the latest specified date for which information is available;

(2) (a) what is the reason for this delay and (b) what is the estimated total amount involved;

(3) whether there is sufficient budget to cover these amounts; if not, why not;

(4) when is it anticipated that this matter will be finalised?

(1) With regard to the figures given in a recent presentation – regarding the section 100 intervention – to the Housing Committee in national Parliament of 17 306 houses built and 16 992 under various stages of construction in the province in the 2009/2010 financial year, whether a total of 34 296 houses were constructed in the province in 2009/2010; if not, how many houses were actually completed;

(2) whether the completed houses had been handed over to the approved beneficiaries as at the latest specified date for which information is available; if not, why not;

(3) whether the figure of 17 306 completed houses incorporates the 16 992 incomplete houses; if so, when will the 16 992 incomplete houses be completed;

(4) whether the 16 992 incomplete houses will be completed with funds from the 2009/2010 housing budget; if not, which budget will be utilised to complete these houses?

(1) (a) When will a new Chief Directorate, announced by the Director-General of the Department, be established in the province to manage beneficiary allocation, (b) what will the cost of establishing such a directorate be and (c) how many staff are envisaged to be located in this directorate;

(2) whether he has been informed that pronouncements were made that the amount of approximately R24 million budgeted for this school over the three-year Medium Term Expenditure Framework period (MTEF) would be made available in the 2010/2011 financial year; if so,

(1) Whether he has been informed that the West End Primary School in Port Elizabeth has been communicating with the Port Elizabeth district office since 2002 with regard to assistance required with serious maintenance problems at the school; if so, why has there been no positive response in regard to this matter;

(2) when is it anticipated that additional funds over and above the normal school maintenance fund will be made available to undertake the necessary maintenance work at this school;

(3) whether he will provide a detailed plan of how these funds are to be utilised?
