Honourable Speaker there are four worrying aspects about the proposed budget for our provincial roads this financial year!
There is a serious shortage of alternative housing options in this province.
Speaker, this problem is highlighted in programme 4 of the report to this house – namely that of “Housing Asset Management.”
In the Honourable MEC’s policy speech, she stated “It cannot be business as usual, no, no, no”. I concur with these words of the MEC. However, there needs to be a major shift in the approach taken by the Department to the oversight of the South African Police Services. We need much more vigorous oversight by the Department where they exercise their constitutional powers which, inter alia, include overseeing the effectiveness and efficiency of the police service, monitoring police conduct and assessing the effectiveness of visible policing.
This department really needs to assert its authority over the SAPS and ensure that crime levels in this province are reduced.
Unauthorised expenditure occurs when a department either
(a) Overspends the voted funds in the programme or within the department or
(b) Spends funds not in accordance with the mandate of the Department of a particular programme within the Department.
Mr Speaker, hopefully this is the last year that we will be considering statements that go two years back.
The rules committee recently passed an amendment to the rules which states that the previous year’s financial statements need to be finalised by SCOPA prior to the new budget being introduced. This will make the work of SCOPA a lot more relevant and will also assist committees when they interogate the budget for the new financial year.
