(1) Whether she has been informed that during his term as MEC responsible for Health in the province, hon Dr Bevan Goqwana (a) was charged with fraud as a private medical practitioner, arising from complaints received by Medscheme Medical Aid and (b) requested the previous Premier and herself to pay for the legal costs of his personal fraud case; if so,
(2) whether these legal costs were paid by the Government; if so, (a) what amount was paid and (b) when?

7. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) Whether Willowmore is to be used as a cluster head office by the South African Police Service (SAPS); if so, from what date will this take place;
(2) whether any office space in Willowmore had been identified for this purpose as at the latest specified date for which information is available; if so, (a) where, (b) what monthly rental is to be paid and (c) what does this rental amount to per square meter;
(3) what is the name of the (a) building that will be utilised for this purpose and (b) entity with which her Department entered into this agreement;
(4) whether any consideration was given to utilising the Willowmore High School, which is not being used at present; if not, why not; if so, what are the relevant details?
8. Mr J Pienaar to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) What budget was allocated in the 2009/2010 financial year for road maintenance in each specified district of the province;
(2) how many kilometres of (a) tarred and (b) gravel roads in each specified district have been identified for road maintenance in the current financial year?
9. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) How many people were (a) killed and (b) injured on the province’s roads during the (i) 2008/2009 and (ii) 2009/2010 festive periods;
(2) how many of the casualties during the (a) 2008/2009 and (b) 2009/2010 festive periods were injured in (i) bus accidents, (ii) taxi accidents and (iii) pedestrian accidents;
(3) how many people in the province died in (a) bus accidents, (b) taxi accidents and (c) pedestrian accidents during the 2009/2010 festive period;
(4) what was the final verified vehicle accident figure in the province in respect of the 2009/2010 festive period;
(5) whether the figure referred to in paragraph (4) above is higher than the corresponding figure in respect of the 2008/2009 festive period; if so, what were the reasons for the increase in the number of accidents;
(6) whether any steps have been or are to be taken with a view to improving the accident statistics in the province during the (a) 2010 Soccer World Cup and (b) 2010/2011 festive period; if not, why not; if so, what steps?
10. Mr D B Haddon to ask the MEC responsible for Housing:
(1) Whether the 15 emerging contractors referred to in her Policy Speech in June 2009 as undergoing training for small housing projects are all being used in small housing projects as part of practical learning; if so, (a) in which projects are they being utilised and (b) for how long have they been utilised in these projects; if not, (i) how many contractors are not participating in the programme and (ii) what is the reason for their not participating;
(2) what is the next career step for these contractors once they have completed their practical experience training?
11. Mr R S Stevenson to ask the MEC responsible for Education:
(1) Whether all the companies that were awarded tenders for stationery learner support material (LSM) in the province complied with all the specified tender requirements; if not, (a) why not and (b) what are the further relevant details;
(2) (a) why were certain companies awarded tenders despite their failing to submit certain documentation required by his Department, (b) what are the names of these companies and (c) what were the tender amounts in each case;
(3) whether his Department has previously experienced any problems with the standard of service provided by any of the companies that were awarded tenders; if so, (a) what are the names of the companies concerned and (b) why were they given another chance;
(4) whether the companies that were unsuccessful in tendering for this contract are permitted to receive their scorecard details; if not, why not;
(5) whether his Department has been informed that some of the companies that were awarded tenders are owned by the same person; if so, (a) why were tenders awarded to different companies that are owned by the same person and (b) what are the further relevant details;
(6) whether his Department had received any objections in relation to the awarding of the tenders for the supply of stationery as at the latest specified date for which information is available; if so,
(7) whether any investigations have been or are to be undertaken into this matter; if not, why not; if so, what are the relevant details?
12. Mr R S Stevenson to ask the MEC responsible for Education:
(1) (a) Why is Walmer High School, which is located in Walmer Township, classified as a Quintile 5 school;
(2) whether this classification will be reviewed; if not, why not; if so, when;
(3) what would the difference in the allocation per learner be if the school were to be classified as Quintile 3;
(4) whether his Department has been informed that the toilets at this school are in a poor condition; if so, when will steps be taken to upgrade them;
(5) when will (a) electricity be installed in all the classrooms, (b) an educator be appointed to teach computer studies, (c) the night watchman who retired in 2008 be replaced and (d) an internet connection be installed at the school;
(6) whether it is the intention to upgrade the facilities of this school in the 2010/2011 financial year; if not, why not; if so, what are the relevant details?
13. Mr J Pienaar to ask the MEC responsible for Health:
(1) Whether the province had an adequate number of cardiologists to service State hospitals as at the latest specified date for which information is available; if not, why not; if so,
(2) (a) how many cardiologist positions appear on the organogram for the province, (b) how many of these posts were vacant as at the latest specified date for which information is available and (c) when will these positions be filled;
(3) (a) what are the names of all the cardiologists currently employed in the province by his Department and (b) at which hospitals are the employed in each case?
14. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) What was the budget for the Provincial Heritage Resources Authority (PHRA) in the (i) 2008/2009 and (ii) 2009/2010 financial years;
(2) how many staff members (a) does the PHRA currently have and (b) should the PHRA have in terms of a full organogram;
(3) whether any officials within the PHRA had been investigated for corruption or any other matter as at the latest specified date for which information is available; if so, what are the relevant details;
(4) whether all the outstanding accounts of the PHRA in respect of the 2008/2009 financial year had been settled as at the latest specified date for which information is available; if not, why not?
15. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) (a) What amount was allocated as the conditional grant for libraries in the 2008/2009 financial year and (b) how much of this grant was spent;
(2) whether all outstanding accounts that are covered by the conditional grant had been settled as at the latest specified date for which information is available; if not, why not;
(3) what amount was allocated as the conditional grant for libraries in the 2009/2010 financial year?
