(1) Whether he has been informed that although there is a dam situated nearby, the villages in the Ngqamakwe area have no proper water supply; if so,
(2) whether any steps have been or are to be taken with a view to (a) ensuring a proper water supply, using the underground pipes which have already been laid and (b) trucking in water as a temporary measure; if not, why not; if so, (i) what steps and (ii) when?
45. Mr R S Stevenson to ask the MEC responsible for Local Government and Traditional Affairs:
(1) (a) What total amount (i) was returned to national Treasury in the 2008/2009 financial year and (ii) had been transferred to municipal trust accounts as at 31 March 2009 and (b) what are the (aa) names of the municipalities concerned and (bb) amounts involved in each case;
(2) what total amount allocated for housing in respect of the 2009/2010 budget had been spent as at the latest specified date for which information is available;
(3) whether it is anticipated that any amount will be transferred to the trust accounts of municipalities in the province in March 2010; if so (a) which specified municipalities and (b) what are the amounts involved?
46. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:
(1) (a) Which specified Government departments owed the Nelson Mandela Metropolitan Municipality (NMMM) the outstanding debt of R19 million as at 16 February 2010, (b) what amount is owed by each specified department and (c) in respect of what are these amounts owed in each case;
(2) whether any steps have been or are to be taken to ensure that the amounts owed by the various departments are paid; if not, why not; if so, what steps;
(3) whether any deadlines have been set by which these amounts must be paid; if not, why not; if so, what deadlines;
(4) whether any fruitless and wasteful expenditure in the form of interest and extra bank fees has resulted from these delayed payments; if so, what are the relevant details;
(5) whether any disciplinary action has been or is to be taken against the officials responsible for causing the delay in these payments; if not, why not; if so, what are the relevant details?
47. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:
(1) Whether, with reference to (a) his reply to Question 37 on IQP 7, dated 5 June 2009 and (b) the article in the Herald dated 10 February 2010 regarding the suspension of Nelson Mandela Metropolitan Municipality (NMMM) officials and alleged wasteful expenditure, any disciplinary action has been or is to be taken against those NMMM councillors who voted in favour of reinstating these officials at the Council meeting of 19 March 2009, on the basis that the action of these councillors constitutes (i) causing fruitless and wasteful expenditure of R1,4 million in investigative costs and (ii) a breach of the Code of Conduct for councillors by interfering in municipal administration, as alleged in the Herald article; if not, why not; if so what disciplinary action;
(2) whether these councillors have been made to repay the costs of this fruitless expenditure; if not, why not; if so, (a) what amount must each councillor pay and (b) by when?
48. Ms V Mvenya to ask the MEC responsible for Local Government and Traditional Affairs:
(1) Whether he has been informed that the Mayor of Buffalo City Municipality allegedly misused the municipality’s (a) credit card while on an official trip to Turkey by purchasing goods for herself and (b) petrol card by putting fuel into vehicles not belonging to the municipality; if so, what amount was spent on (i) clothes, (ii) shoes and leather goods, (iii) food and (iv) petrol;
(2) what total amount was spent on these cards at the expense of the citizens of Buffalo City;
(3) whether any charges were laid against the Mayor in this regard; if not, why not; if so, (a) by whom and (b) when;
(4) whether the provisions of the Public Finance Management Act, Act 1 of 1999, relating to such financial mismanagement had been applied as at the latest specified date for which information is available; if not, why not; if so, what are the relevant details?
49. Mr J Bici to ask the MEC responsible for Local Government and Traditional Affairs:
(1) Whether any council resolution was taken which mandated O R Tambo District Municipality Mayor Capa to purchase farms in Kokstad for approximately R45 million; if so, what are the relevant details; if not,
(2) whether any steps have been or are to be taken with a view to addressing this irregular and illegal use of taxpayers’ money; if not, why not; if so, what steps?
50. Mr D B Haddon to ask the MEC responsible for Housing:
(1) (a) How many dwellings in the province (i) were targeted for housing rectification in the 2009/2010 financial year and (ii) had been rectified in respect of the 2009/2010 financial year as at the latest specified date for which information is available and (b) what was the cost of rectifying these dwellings as at the latest specified date for which information is available;
(2) (a) how many dwellings have not been rectified and (b) what is the target date to have every dwelling identified for rectification completed?
51. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) (a) What was the total projected cost for the completion of the Mthatha stadium project and (b) what amount was spent on (i) Phase 1 and (ii) Phase 2 of the project;
(2) (a) what is the anticipated cost of Phase 3 of the project and (b) where does her Department intend obtaining funding for Phase 3;
(3) what is the anticipated completion date of (a) Phase 3 of the project and (b) the entire Mthatha stadium project?
52. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) Whether a Soccer World Cup delegation from Cameroon visited Buffalo City between 11 and 15 February 2010; if so, (a) on what specific date did this delegation visit Buffalo City, (b) with whom did they meet and (c) what specified venues did they visit;
(2) what offer, financial or otherwise, was offered to Cameroon to select Buffalo City as a base camp;
(3) which countries did Buffalo City lobby to host for the 2010 Soccer World Cup?
53. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) (a) How many vehicles, on average, are utilised on each shift to transport South African Police Service (SAPS) members to and from work at the Gelvandale Police Station in the Nelson Mandela Metropole and (b) for how many hours, on average, is each vehicle utilised to transport members to and from home on each shift;
(2) how many vehicles (a) should be allocated to the Gelvandale Police Station and (b) were actually allocated to this station as at the latest specified date for which information is available;
(3) how many vehicles at this station are utilised for visible police patrols on each shift;
(4) whether SAPS members at this station are allowed to take vehicles home; if so, what protocols are involved in this regard;
(5) whether any problems were being experienced with (a) the utilisation of vehicles at this station for transporting SAPS members and (b) a shortage of vehicles at this station as at the latest specified date for which information is available; if so, what are the relevant details in each case?
