QUESTION FOR WRITTEN REPLY: IQP 7 FOR 2010

54. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether any discussions had been held between the Nelson Mandela Metropolitan Municipality (NMMM) and the province with regard to the Apple Express narrow gauge railway as at the latest specified date for which information is available; if so, what was the outcome of these discussions;

(2) whether the province will assist the NMMM in any way with the funding of the Apple Express; if so, what is the nature of this funding;

(3) whether the province has any plans in general to assist with promoting the Apple Express; if so, what plans?

55. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether any steps have been or are to be taken with a view to crafting an Integrated Transport Plan for the province as per section 9(1) of the National Land Transport Act, Act 5 of 2009; if not, why not; if so, what are the relevant details;

(2) whether all municipalities in the province had submitted their local transport plans as required by section 11(c)(i) of the Act as at the latest specified date for which information is available; if not, (a) why not and (b) what steps have been or are to be taken with a view to ensuring that municipalities comply with this provision of the Act; if so, when were these plans submitted in each case;

(3) whether these plans had been integrated into the provincial Integrated Transport Plan as at the latest specified date for which information is available; if not, why not; if so, what are the relevant details?

56. Mr D B Haddon to ask the MEC responsible for Housing:

(1) What is the current national housing subsidy figure;

(2) whether this amount has been or is to be increased during the 2010/2011 financial year; if so, by how much?

57. Mr D B Haddon to ask the MEC responsible for Housing:

(1) Whether any audit is currently being undertaken in the province to ascertain whether all housing beneficiaries have title deeds to their properties; if so, what are the relevant details;

(2) whether this audit includes checking whether those residing in RDP houses are in fact the entitled beneficiaries;

(3) whether this audit is being undertaken by an outside service provider; if so, what is the name of the service provider concerned; if not, who is undertaking the audit;

(4) whether the selection of this service provider was subject to the usual tender processes; if not, why not; if so, what is the cost of the awarded contract;

(5) by what date is it anticipated that this audit will be completed?

 58. Ms K Fihlani to ask the MEC responsible for Housing:

(1) Whether any funds have been allocated to O R Tambo District Municipality for housing rectification, specifically the Zididi Project in Mqanduli; if not, why not; if so, what are the relevant details;

(2) whether work on this project has not progressed for the past two months due to non-allocation of funds; if so, what are the relevant details;

(3) whether it will be possible to fast-track this project before the end of the current financial year; if not, why not; if so, what are the relevant details?

59. Ms V Mvenya to ask the MEC responsible for Education:

Whether he has been informed that an educator – whose name has been furnished to his Office for the purpose of the reply – who taught at 10 different schools between 1946 and 1985 and who retired due to ill health at the age of 61 has not received any amount in gratuities or pension from his Department; if so, (a) when will this 85 year-old lady receive all the amounts due to her and (b) what is the reason for her never having received any of the amounts owed to her by his Department?

60. Mr M W Ntenjwa to ask the MEC responsible for Local Government and Traditional Affairs:

(a) How many waste sites were there in the province as at the latest specified date for which information is available, (b) how many of the existing waste sites are licensed to operate and (c) when is it anticipated that the Eastern Regional Waste Site in Butterworth will be functional?

61. Mr J Bici to ask the MEC responsible for Local Government and Traditional Affairs:

(a) How many offices in Butterworth were being rented by the Mnquma Municipality as at the latest specified date for which information is available, (b) what total amount in monthly rental does this municipality pay for these offices and (c) for how much longer is it anticipated that this situation will continuep?

62. Mr J C Cupido to ask the MEC responsible for Local Government and Traditional Affairs:

(1) (a) When was an employee of Buffalo City Municipality (BCM), whose name has been forwarded to his Office for the purpose of the reply, appointed and (b) in what capacity was he appointed;

(2) whether he has an employment contract; if so, what is the term of this contract;

(3) whether it is a fixed contract; if so, what are the relevant details;

(4) what is his current position in BCM;

(5) whether any council resolution was passed to change his position; if not, why not; if so, what are the relevant details;

(6) (a) what was his total remuneration package as at the latest specified date for which information is available and (b) what is the total of the package for the duration of the contract?

(1) Whether his Department has any plans to purchase its own fleet in the new financial year; if so, (a) how many vehicles does it intend to purchase and (b) what total amount is anticipated to be spent on the purchase of these vehicles;

(2) whether this amount has been budgeted for in the 2010/2011 financial year; if so, what total amount has been budgeted for the purchase of vehicles;

(3) whether this amount will be adequate to finance its fleet requirements; if not,

(4) whether any further steps have been or are to be taken with a view to sourcing funding for this purpose; if not, why not; if so, what steps?

65. Mr J Pienaar to ask the MEC responsible for Health:

Whether he has been informed of Carte Blanche’s recent “Making a Difference Campaign” in which Carte Blanche raised over R20 million from corporate sponsors specifically to upgrade and purchase new equipment for Government hospitals that were invited to be part of the campaign; if so, why was his Department the only department that advised Carte Blanche that it did not require any assistance with new equipment, neonatal ICUs etc at any of the province’s hospitals, particularly since many of our hospitals are in such dire straits and in need of modern equipment?

66. Mr J Pienaar to ask the MEC responsible for Health:

(1) Whether he has been informed that Grey Hospital in King William’s Town has no X-ray film; if so, why does this hospital not have any X-ray film;

(2) (a) what is the hospital doing with patients who require X-rays and (b) when is it anticipated that the hospital will have X-ray film;

(3) whether Grey Hospital is currently without any other essential supplies; if so, what are the relevant details;

(4) whether any steps have been or are to be taken with a view to addressing this situation; if not, why not; if so, what steps?
