EASTERN Cape Finance MEC Mcebisi Jonas presents his provincial budget in Bhisho today against the backdrop of having to carry over debts totalling R2.6-billion from the current financial year, which means the 2010/11 budget is less in real terms.
Given that scenario and that the MEC’s hands are tied in terms of the salaries he must pay to health, education employees and other public servants, he will have no alternative but to cut department budgets to the bone, making provision only for expenditure on core functions.
