(1) When was the application from the Nelson Mandela Metropolitan Municipality (NMMM) for approval for a municipal police service received;
(2) whether this application will be approved within the stipulated 120-day period; if not, why not;
(3) whether she is in favour of a municipal police service for the NMMM; if not, why not;
(4) what are the key issues of provincial concern in relation to the approval of this municipal police service?
87. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) How many Toyota Quantum panel vans in the province had been converted to taxis as at the latest specified date for which information is available;
(2) whether the various traffic departments in the province are still registering these vehicles as conversions; if so, (a) why and (b) what are the further relevant details;
(3) whether any of these illegal converted Toyota Quantums have been involved in accidents in the province during the latest specified period of twelve months for which information is available; if so, (a) how many accidents and (b) how many of these vehicles were involved;
(4) whether the law enforcement authorities impounded these vehicles; if not, why not; if so, (a) how many have been impounded and (b) what happens to these impounded vehicles?
88. Mr R S Stevenson to ask the MEC responsible for Health:
(1) Whether he has been informed that the National Health Laboratory Service (NHLS) in Port Elizabeth, which is contracted to his Department to supply services to the hospitals and clinics in the province, had no pathologist as at 26 February 2010; if so, why did the NHLS terminate the contract with the only pathologist based in Port Elizabeth;
(2) whether he has been informed that (a) specimens will now have to be sent to Cape Town for analysis and (b) it could take up to 14 days to receive results; if so, what is the total estimated increased cost to his Department of sending specimens to Cape Town for analysis;
(3) whether any steps have been or are to be taken with a view to ensuring that there is an adequate pathology service in the western part of the province; if not; why not; if so, what steps?
89. Mr R S Stevenson to ask the MEC responsible for Health:
(1) What estimated total amounts were owed to his Department for (a) 2008/2009 and (b) 2009/2010 in respect of (i) own revenue, (ii) loans to employees, (iii) overpayments to suppliers, (iv) bursary payments and (v) other amounts as at the latest specified date for which information is available;
(2) whether any steps have been or are to be taken with a view to recovering these amounts in each case; if not, why not; if so, what steps?
90. Ms V Mvenya to ask the MEC responsible for Agriculture and Rural Development:
(1) How many acres of pomegranate had been planted at (a) Glenmore and (b) Tyefu irrigation scheme in the Lower Fish River area as at the latest specified date for which information is available;
(2) (a) who is managing these crops and (b) under what conditions of contract;
(3) (a) who benefits from the proceeds of sale of the crops and products and (b) where are the pomegranates and their products marketed;
(4) how many job opportunities had been created in this project as at the latest specified date for which information is available;
(5) whether the land is rented from the communities; if not, why not; if so, what are the relevant details?

(1) What is the objective of the ostrich project at Tyefu in the Lower Fish River area;
(2) with how many birds were farming operations being undertaken as at the latest specified date for which information is available;
(3) (a) who is managing this project and (b) under what conditions of contract;
(4) how many job opportunities had been created by this project as at the latest specified date for which information is available;
(5) whether any profits have been realised since the inception of the project; if so, who benefited from these profits?

Whether his Department has any policy on leave management at (a) school and (b) district level; if not, why not; if so, what are the details of this policy?

Whether circuit offices had been established in all the various districts in the province; if not, (a) why not and (b) when will they be established; if so, (i) how many circuit managers are there per district, (ii) what is the ratio of schools to circuit manager and (iii) what are the main tasks of circuit managers in relation to their responsibilities towards schools?

(1) Whether he has been informed of the water supply problem in the Nelson Mandela Metropolitan area; if so,
(2) whether it is the intention to declare this area a disaster area in the light of this problem; if so, when; if not, why not;
(3) whether any steps have been or are to be taken with a view to addressing the water supply problem in this area; if not, why not; if so, what steps?
95. Mr J C Cupido to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:
(1) Whether the organisers of the African Open Golf Tournament had requested any funding from his Department as at the latest specified date for which information is available; if so, what amount was requested;
(2) whether his Department granted any funding for this event; if so, (a) what amount, (b) what was the funding for and (c) from which budget was this funding taken?
96. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) On what dates did her Department hold planning meetings with Provincial Heritage and Resources Authority (PHRA) councillors to deal with planning for Heritage Month activities;
(2) whether PHRA staff attended properly to the Heritage Registers; if not, (a) why not and (b) why has the PHRA Council not been taken to task for failing to fulfil its mandate;
(3) whether the various municipalities in the province have any responsibility to fulfil in regard to the above in terms of the National Heritage Resources Act; if so, what are the relevant details?
