The core function of the Legislature is oversight over the executive. The test of the Speaker’s commitment to conduct vigorous oversight over the executive lies in its implementation.
Until the legislature flexes its muscles and ensures full accountability for poor administration, the lives of the people will not change. Poor administration makes poor people poorer, as scarce resources are wasted.
I agree with the Speaker’s remarks that the province of the Eastern Cape has not been performing well with regard to law making in general. Over the last three years only 10 Bills have been passed by the legislature. The executive needs to utilize the powers that it has under the constitution to initiate relevant legislation that will improve governance in the Eastern Cape.
An issue which the DA has identified is that of tender reform. Provincial legislation should be introduced in this regard.
