97. Mr R S Stevenson to ask the MEC responsible for Education:
(1) (a) How many misplaced teachers were there in the province as at the latest specified date for which information is available and (b) what are the general reasons for their misplacement;
(2) whether these teachers are being paid while they are misplaced; if so, what are the relevant details;
(3) whether any temporary teachers had been appointed in their place as at the latest specified date for which information is available; if not, (a) why not and (b) how is the situation being dealt with in respect of ensuring that learners are being taught;
(4) what is the estimated average monthly cost to his Department of misplaced teachers;
(5) whether any steps have been or are to be taken with a view to resolving this matter; if not, why not; if so, what steps?
98. Mr R S Stevenson to ask the MEC responsible for Education:
(1) How many employees of his Department in management positions (a) were under suspension as at the latest specified date for which information is available and (b) have been under suspension for 12 months or more;
(2) (a) what are the (i) names and (ii) positions of these employees and (b) what were the reasons for their suspension in each case;
(3) whether these suspended employees were still being paid their monthly salaries as at the latest specified date for which information is available; if so, what is the total monthly cost to his Department in this regard;
(4) when is it anticipated that these matters will be finalised?
99. Mr R S Stevenson to ask the MEC responsible for Health:
(1) Why has his Department not paid any subsidy transfers for the July 2009 to June 2010 municipal financial year for the purposes of Baviaans Municipality rendering the agreed health services;
(2) whether he has been informed that the total amount that should be transferred to the Baviaans Municipality in relation to health services for the municipal financial year is R846 398, in respect of which no funds have been received to date;
(3) why was the allocation for the transfers relating to health services for the 2008/2009 financial year paid only in the third quarter of the current financial year;
(4) what financial assistance does his Department intend to put in place to enable municipalities which supply services on an agency basis will receive their funding on a quarterly basis;
(5) whether he has been informed of the adverse consequences that the failure to make these transfer payments have on the cash flow of municipalities; if so, what are the relevant details;
(6) whether any steps have been or are to be taken with a view to ensuring that these transfer payments are made on a regular quarterly basis; if not, why not; if so, what steps?
100. Mr J Pienaar to ask the MEC responsible for Health:
Whether all Health facilities in the province are (a) equipped to deal with fire emergencies and (b) checked on an annual basis to ensure that they are adequately equipped to deal with fire emergencies; if not, why not; if so, what are the relevant details?
101. Mr J Pienaar to ask the MEC responsible for Local Government and Traditional Affairs:
(a) What amount was budgeted for the upgrading of sewerage work for municipalities in the (i) 2009/2010 and (ii) 2010/2011 financial years and (b) what are the further relevant details in respect of the allocated amounts?
102. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:
(1) When will the forensic audit which he commissioned to investigate (a) land deals in the Nelson Mandela Metropolitan Municipality (NMMM), (b) the suspension of the former NMMM Municipal Manager and (c) other issues be completed;
(2) whether the full report will be presented to (a) the Portfolio Committee on Local Government and (b) the public for information; if not, why not; if so, when;
(3) whether any fruitless expenditure has been incurred as a result of this audit and its findings; if so, (a) what amount and (b) what are the further relevant details;
(4) what has been the cause of the delay in finalising this report?
103. Mr J Pienaar to ask the MEC responsible for Provincial Safety, Liaison and Transport:
Whether any steps have been or are to be taken with a view to commercialising the Bhisho airport; if not, why not; if so, (a) what steps and (b) when?
104. Ms V Mvenya to ask the MEC responsible for Agriculture and Rural Development:
(1) What amount was spent on (a) the purchase of Mowbray Park in Kei Road for use by the Sophakama Ngemizamo project, (b) setting up the infrastructure on the farm, including the broiler houses and irrigation and (c) purchase of seeds, fertiliser, insecticides for day-old broilers and feed;
(2) whether any ongoing extension services and advice is given to this project in regard to its management; if so, (a) when, (b) by whom and (c) how often;
(3) whether any profits have been recorded by this project over the past two financial years; if so, what profits;
(4) whether this project received any drought relief, as gazetted in the Provincial Gazette (Extraordinary) No. 2192 of 8 September 2009; if not, why not; if so, what are the relevant details?
105. Ms V Mvenya to ask the MEC responsible for Social Development:
(1) Whether her Department had funded any borehole drilling on the Sophakama Ngemizamo project in Kei Road as at the latest specified date for which information is available; if so, (a) how many boreholes were drilled and (b) at what cost;
(2) what was the reason for drilling these boreholes when an adequate dam exists on the property;
(3) what was the (a) yield and (b) quality of the boreholes drilled;
(4) whether any alternative possibilities for distributing water to this project were investigated; if not, why not; if so, what are the relevant details;
(5) whether any consideration will be given to pumping water from the existing dam to the vegetable gardens; if not, why not; if so, what are the relevant details?
106. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) Why has no action been taken against numerous offending landlords who have allowed heritage buildings in the province to fall into a bad state of disrepair;
(2) why has there been no reaction from the Provincial Heritage and Resources Authority (PHRA) Council to the demolition application of the Hindu Temple in Baakens Valley, Port Elizabeth?
107. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
Why were (a) members of the Provincial Heritage and Resources Authority (PHRA) Permit Committee not formally appointed to their positions and (b) new positions advertised in the media instead?
108. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) Why did the vice-chairperson of the new Provincial Heritage and Resources Authority (PHRA) Council attend a meeting of the “illegal” previous Permit Committee in February 2010 and attempt to influence the decision-making process with regard to an application by Makana Municipality to build a bus stop and public toilets in close proximity to the Commemoration Church in Grahamstown;
(2) whether the public were allowed to express their views at a public meeting regarding the application by Makana Municipality referred to in paragraph (1) above; if not, why not; if so, (a) when and (b) when was this meeting advertised?
