QUESTIONS FOR WRITTEN REPLY: IQP 15 OF 2010

130. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:

Whether the Family Violence, Child Protection and Sexual Offences units will be re-instated in the province; if so, (a) when, (b) how many of these units will be re-instated, (c) where will they be re-instated and (d) what total number of members will serve in these units?

131. Mr C Martin to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether he has been informed of a tender for protection, access control and escort services for Nelson Mandela Metropolitan Municipality which was awarded to a company called Metro Security and which was withdrawn in the same week; if so, why was this tender withdrawn;

(2) whether he has been informed that point seven of his Department’s ten-point plan refers to uprooting fraud, corruption, nepotism and all forms of maladministration; if so,

(3) whether any steps have been or are to be taken with a view to rectifying the situation with regard to the award of this tender in order to give effect to the principles contained in point seven of his Department’s ten-point plan; if not, why not; if so, what steps?

132. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) (a) How many municipalities in the province (i) had and (ii) had not (aa) developed and (bb) implemented water service development plans as at the latest specified date for which information is available and (b) what are the names of these municipalities in each case;

(2) by what date will all municipalities in the province have developed and implemented such plans, as required by law?

133. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) (a) How many municipalities in the province had qualified water engineers in their employ as at the latest specified date for which information is available and (b) what are the names of these municipalities;

(2) whether these water engineers are appointed on a permanent or fixed term contract basis;

(3) whether any steps have been or are to be taken with a view to ensuring that all municipalities in the province employ qualified water engineers; if not, why not; if so, what steps?

134. Mr J C Cupido to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:

(1) How many lions were legally hunted in the province in (a) 2008, (b) 2009 and (c) 2010 up to and including the latest specified date for which information is available;

(2) what is the breakdown of each of these figures in respect of lions hunted in (a) the wild and (b) captive breeding facilities;

(3) (a) how many captive breeding lion facilities were there in the province as at the latest specified date for which information is available, (b) what are the names of these facilities and (c) where are they situated;

(4) whether these facilities comply with all relevant permit conditions and regulations; if not, why not;

(5) whether these facilities are regularly inspected; if not, why not; if so, how often;

(6) what action is taken if facilities do not comply with the required permit conditions?

135. Ms V Mvenya to ask the MEC responsible for Agriculture and Rural Development:

(1) Whether the investment of empowerment company Royal Square Investment in the abalone farm trading as Seatek is still secure after recent reports of this farm’s closure by Marine and Coastal Management; if so, what is to happen to this investment, as it was secured through his Department; if not, what are the relevant details;

(2) whether any steps have been or are to be taken with a view to recovering these funds; if not, why not; if so, what steps;

(3) whether his Department was the responsible custodian of this farm, as alleged by Royal Square Investment; if so, why was the farm allowed to deteriorate to such an extent; if not,

(4) whether any steps were taken to ensure that his Department’s investment was protected and properly managed; if not, why not; if so, what steps;

(5) whether the failure of this investment will be investigated; if not, why not; if so, when;

(6) whether those responsible for mismanagement and possible misappropriation will be prosecuted; if not, why not; if so, when?

136. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) (a) How many principal posts in the province were vacant as at the latest specified date for which information is available and (b) what effect do these vacancies have on teaching and learning in the province;

(2) (a) when and (b) how regularly will bulletins containing advertised principal posts be made available?

137. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) What progress had been made with the introduction of incentives for educators in the province as at the latest specified date for which information is available;

(2) (a) which educators will benefit from these incentives and (b) what process will be followed in identifying these educators?

Whether leave management is being effectively administered at school district and head office levels in the province; if not, why not; if so, what are the relevant details?
