QUESTIONS FOR WRITTEN REPLY: IQP 18 OF 2010

164. Mr R S Stevenson to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:

(1) What (a) progress had been made in relation to the construction of the Umzimvubu dam as at the latest specified date for which information is available and (b) other opportunities have been identified in relation to this project;

(2) whether any (a) feasibility study and (b) business plan had been completed for this project as at the latest specified date for which information is available; if not, (i) why not and (ii) when will these be completed in each case;

(3) how many jobs is this project estimated to create through (a) agriculture, (b) fishing, (d) tourism and (e) forestry;

(4) whether any amount had been budgeted for this project by (a) the province and (b) national Government as at the latest specified date for which information is available; if not, why not; if so, what amount?

165. Mr J C Cupido to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:

(1) Who is the appointed merger manager for the merger of the Eastern Cape Parks Board and the Eastern Cape Tourism Board;

(2) (a) what qualifications and experience does this person have that are pertinent to the appointment and (b) which provincial body or committee made this appointment;

(3) whether this appointment was made in accordance with the relevant legislation and procedures; if not, why not; if so, what are the relevant details;

(4) what is the full remuneration package of this merger manager?

166. Mr J C Cupido to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:

(1) How many licensed casinos were operating in the province as at the latest specified date for which information is available;

(2) how many of these casinos were operating (a) analogue and (b) digital closed circuit television security systems as at the latest specified date for which information is available?

167. Mr R S Stevenson to ask the MEC responsible for Health:

(1) How many members of the Senior Management Service (SMS) had (a) signed and (b) not signed their financial disclosure declarations as at the latest specified date for which information is available;

(2) why have certain members of the SMS not signed these declarations;

(3) whether any members of the SMS – or entities with which they are associated – who have not signed these declarations had successfully tendered for any work by the Department as at the latest specified date for which information is available; if so, (a) how many and (b) what are the further relevant details?

168. Mr R S Stevenson to ask the MEC responsible for Sport, Recreation, Arts and Culture:

(1) How many members of the Senior Management Service (SMS) had (a) signed and (b) not signed their financial disclosure declarations as at the latest specified date for which information is available;

(2) why have certain members of the SMS not signed these declarations;

(3) whether any members of the SMS – or entities with which they are associated – who have not signed these declarations had successfully tendered for any work by the Department as at the latest specified date for which information is available; if so, (a) how many and (b) what are the further relevant details?

169. Mr D B Haddon to ask the MEC responsible for Human Settlements:

(1) (a) How many beneficiaries were benefiting from the new rural housing voucher system being piloted at Umzimvubu and Intsika Yethu municipalities as at the latest specified date for which information is available and (b) what criteria were utilised to identify these beneficiaries;

(2) whether there is a ceiling amount to the value of these vouchers; if so, (a) what is the maximum amount redeemable on a voucher and (b) what process must be followed to redeem a voucher for building materials;

(3) whether her Department has entered into any agreements with suppliers giving beneficiaries and the Department negotiated prices for the procurement of materials; if not, why not; if so, what are the relevant details;

(4) (a) when will the Portfolio Committee on Housing be briefed on this system and (b) what time frames have been attached to these pilot projects?

170. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) (a) How many municipalities in the province received (i) unqualified, (ii) qualified and (iii) adverse audit reports with disclaimers in the 2009/2010 financial year and (b) what are the names of these municipalities in each case;

(2) (a) how many municipalities in the province received (i) qualified and (ii) adverse audit reports with disclaimers consecutively for the 2008/2009 and 2009/2010 financial years and (b) what are the names of these municipalities in each case;

(3) whether any steps have been or are to be taken with a view to ensuring that those municipalities with adverse audit reports for the past two years, and others with adverse audit reports, are assisted to prevent a re-occurrence of such audit outcomes; if not, why not; if so, what steps?

171. Mr J Pienaar to ask the MEC responsible for Roads and Public Works:

(a) How many area-wide contracts for the maintenance of roads will be entered into for the 2010/2011 financial year, (b) in which specified districts of the province will these contracts be entered into and (c) what is the value of these contracts in each case?
