200. Mr D B Haddon to ask the Premier:
(1) Whether the Provincial Planning Commission had been set up as at the latest specified date for which information is available; if not, why not;
(2) (a) who is serving on this commission and (b) what are the criteria for appointment to the commission;
(3) (a) what has been the cause of the delay in setting up this body and (b) when is it anticipated that this body will convene to commence its work?
201. Mr J Pienaar to ask the Premier:
(1) What amount was budgeted by her Office for the Extended Public Works Programme for the 2010/2011 financial year;
(2) whether she will provide a detailed plan of how these funds are to be utilised?
MECs:
202. Mr D B Haddon to ask the MEC responsible for Human Settlements:
(1) (a) How many beneficiaries had benefited from the rural voucher pilot scheme in the (i) Mzimvubu and (ii) Intsika Yethu municipalities as at the latest specified date for which information is available and (b) what criteria were used to identify beneficiaries to participate in this scheme;
(2) (a) what is the monetary value of each voucher and (b) what process do beneficiaries undertake to redeem the vouchers;
(3) what monitoring mechanisms are in place to ensure that (a) beneficiaries are receiving value and (b) no corruption is taking place?
203. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:
(1) (a) How many municipalities in the province have updated disaster management plans in terms of section 30(1)(g) of the Disaster Management Act, Act 57 of 2002 and (b) what are the names of these municipalities;
(2) (a) how many municipalities in the province have records available of trained volunteers and (b) what are the names of these municipalities;
(3) whether any plans have been or are to be put in place to assist municipalities in the province to (a) develop disaster management plans and (b) establish volunteer bases in their areas; if not, why not; if so, what plans?
204. Mr J Pienaar to ask the MEC responsible for Health:
(1) Whether any clinics were built in the province in the 2009/2010 financial year; if not, why not; if so, how many of these clinics were (a) complete and (b) incomplete as at the latest specified date for which information is available;
(2) (a) what are the names of these clinics, (b) where are they situated and (c) who was contracted to build these clinics in each case;
(3) (a) what amount was spent on each specified clinic and (b) what total amount was spent on building these clinics?
205. Mr J Pienaar to ask the MEC responsible for Health:
(1) (a) What total amount had been spent to operate the health call centre in East London since its inception date, (b) what is the breakdown of what this amount was spent on and (c) what is the main function of this call centre;
(2) whether this call centre is outsourced; if so, (a) to whom and (b) what are the further relevant details;
(3) how many enquiries or complaints were received by this call centre from its inception up to and including the latest specified date for which information is available;
(4) (a) what types of enquiries and complaints does this call centre deal with and (b) why does this call centre operate on a 24-hour basis;
(5) what are the full financial implications of this call centre operating on a 24-hour basis?
206. Mr P E van Vuuren to ask the MEC responsible for Education:
Whether any circuit offices had been established within the circuit of the circuit managers in the province as at the latest specified date for which information is available; if so, (a) where were these offices established and (b) when; if not, (i) why not and (ii) when will these offices be established?
207. Mr P E van Vuuren to ask the MEC responsible for Education:
(1) Whether all schools in the province had submitted audited financial statements for the 2009/2010 financial year as at the latest specified date for which information is available; if not, why not;
(2) whether those schools that are encountering difficulties in preparing financial statements are being given the necessary support and assistance; if not, why not; if so, what is the nature of this support and assistance?
