208. Mr P E van Vuuren to ask the MEC responsible for Education:
(1) Whether he has been informed that to date no contractor has been appointed to undertake the necessary refurbishment at Booysens Park Secondary School in Port Elizabeth; if so, (a) what are the reasons for the delay and (b) (i) when will the contractors start with the refurbishment and (ii) when is it anticipated that this work will be completed;
(2) whether he has been informed that pronouncements were made that the amount of approximately R24 million budgeted for this school over the three-year Medium Term Expenditure Framework period (MTEF) would be made available in the 2010/2011 financial year; if so,
(3) whether this amount had been made available as at the latest specified date for which information is available; if not, (a) why not, (b) when will this amount be made available and (c) what are the further relevant details?
209. Mr P E van Vuuren to ask the MEC responsible for Education:
(1) Whether he has been informed that the West End Primary School in Port Elizabeth has been communicating with the Port Elizabeth district office since 2002 with regard to assistance required with serious maintenance problems at the school; if so, why has there been no positive response in regard to this matter;
(2) when is it anticipated that additional funds over and above the normal school maintenance fund will be made available to undertake the necessary maintenance work at this school;
(3) whether he will provide a detailed plan of how these funds are to be utilised?
210. Mr D B Haddon to ask the MEC responsible for Human Settlements:
(1) (a) How many municipalities in the province (i) had and (ii) did not have fully-fledged housing units as at the latest specified date for which information is available and (b) what are the names of these municipalities in each case;
(2) (a) when will these housing units be established in all municipalities in the province and (b) why do these municipalities not have such units;
(3) whether all the housing units are sufficiently capacitated to perform their tasks effectively; if not, why not; if so, what are the relevant details?
211. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:
(1) (a) When will the housing project currently underway in Mount Pleasant and Makana transit camps involving 17 emerging contractors be completed and (b) what mechanisms are in place to monitor these contractors and their workmanship;
(2) (a) what total amount was spent on training these contractors and (b) what was the duration of the training;
(3) whether these contractors had received any remuneration as at the latest specified date for which information is available; if so, (a) what amount and (b) what are the further relevant details?
212. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:
(1) Whether all municipalities in the province had received the draft framework plan for the implementation of Municipal Public Accounts Committees (MPACs); if so, how many municipalities (a) had started implementing and (b) had functional MPACs in place as at the latest specified date for which information is available; if not, when will this information be given to municipalities;
(2) whether his Department is still on track to meet the deadline of end of 2010/early 2011 to have all municipalities equipped with MPACs; if not, why not?
213. Mr R S Stevenson to ask the MEC responsible for Roads and Public Works:
(1) How many members of the Senior Management Service (SMS) had (a) signed and (b) not signed their financial disclosure declarations as at the latest specified date for which information is available;
(2) why have certain members of the SMS not signed these declarations;
(3) whether any members of the SMS – or entities with which they are associated – who have not signed these declarations had successfully tendered for any work by the Department as at the latest specified date for which information is available; if so, (a) how many and (b) what are the further relevant details?

(1) How many members of the Senior Management Service (SMS) had (a) signed and (b) not signed their financial disclosure declarations as at the latest specified date for which information is available;
