242. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) Whether any departmental funding had been disbursed to community policing forums in the country as at the latest specified date for which information is available; if not, why not; if so, (a) what amounts and (b) to which specified cluster forums;
(2) whether any guidelines and systems have been put in place to deal with the spending of these funds; if not, why not; if so, what are the relevant details;
(3) whether any obstacles have been experienced with regard to the disbursement of these funds; if so, what are the relevant details?
243. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) (a) How many traffic fines were issued in (i) the province and (ii) each specified district municipality, including the Nelson Mandela Metropolitan Municipality, from 1 April 2010 up to and including the latest specified date for which information is available and (b) what was the total monetary value of the fines issued in each specified municipality;
(2) what (a) amount and (b) percentage of the traffic fines issued in each specified district municipality, including the Nelson Mandela Metropolitan Municipality, was collected (i) in the 2009/2010 financial year and (ii) from 1 April 2010 up to and including the latest specified date for which information is available;
(3) (a) what was the total monetary value of all traffic fines issued in the province in the 2008/2009 financial year and (b) what total amount in traffic fines was collected by the province in the 2008/2009 financial year;
(4) (a) how many of the traffic fines issued in the 2009/2010 financial year were written off and (b) what amount was not collected as a result of unknown whereabouts of offenders?
244. Mr R S Stevenson to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:
(1) (a) What is the seating capacity of the call centre at Coega and (b) what was the total cost of building the call centre;
(2) whether any tenants committed to the call centre prior to the commencement of its construction; if not, why not;
(3) whether any tenants had been found for the call centre as at the latest specified date for which information is available; if so, what are the relevant details?
245. Mr R S Stevenson to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:
(1) (a) Who are the current auditors for the Coega Development Corporation, (b) when was a tender last put out for auditing services, (c) what amounts were tendered by the various auditing firms involved, (d) which auditing firm was recommended as the successful tenderer to the adjudication body and (e) if a new auditing firm was not appointed, (i) on what basis was this decision taken and (ii) by whom;
(2) whether the auditing firm that was awarded the tender submitted the lowest bid; if not, what was the motivation for its being awarded the tender?
246. Mr D B Haddon to ask the MEC responsible for Human Settlements:
(1) Whether there was a transparent public tendering process for the acquisition of Erf 531, Fairview, Port Elizabeth; if not, why not; if so, what process was followed;
(2) whether the land in question was advertised in the press; if so, (a) in which publication and (b) on what date;
(3) who is the current holder of this land;
(4) whether this holder was the original successful bidder for the land; if not, what are the relevant details;
(5) whether all relevant costs and fees had been paid and all legal requirements met in respect of this land by the new owners as at the latest specified date for which information is available; if not, why not?
247. Mr D B Haddon to ask the MEC responsible for Human Settlements:
(1) Whether the 17 emerging contractors involved had completed the Makana housing project as at the latest specified date for which information is available; if not, (a) why not and (b) when is it anticipated that this project will be completed;
(2) whether each contractor had built their quota of 25 houses as at the latest specified date for which information is available; if not, why not; if so, when were these quotas completed;
(3) what will become of these contractors once they have completed the project?
248. Mr J Pienaar to ask the MEC responsible for Health:
(1) Whether he has been informed of any outstanding salary payments for the 2009/2010 financial year due to doctors who were employed at the Uitenhage Provincial Hospital; if so, (a) why are these payments still outstanding, (b) how many doctors are still waiting to be paid and (c) when will they be paid;
(2) whether these doctors will be paid in full and with interest; if not, why not?
249. Ms V Mvenya to ask the MEC responsible for Social Development:
(1) Whether the registered Liyabona mental health care centre in Butterworth had received any financial assistance from her Department as at the latest specified date for which information is available; if not (a) why not, (b) when will this centre receive funding and (c) what amount will it receive;
(2) when will this centre be properly accommodated?
