QUESTIONS FOR WRITTEN REPLY: IQP 31 OF 2010

250. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether the Ndlambe Municipality had been declared a disaster area in view of the chronic water shortage in the area as at the latest specified date for which information is available; if not, why not; if so, when;

(2) whether any (a) short-term, (b) medium-term and (c) long-term plans are in place to ensure adequate water supply to all residents of this municipality; if not, why not; if so, (i) what are the relevant details in each case and (ii) when will these plans be implemented?

251. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether all municipalities in the province had a supply chain management policy in place, as required by section 111 of the Municipal Finance Management Act, as at the latest specified date for which information is available; if not, (a) which specified municipalities do not have such a policy in place and (b) why;

(2) (a) how often have municipalities in the province reviewed this process and (b) when was this last done;

(3) when will non-complying municipalities start implementing a supply chain policy?

252. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether all traffic officers in the province received their overtime payments due for the period March to June 2010; if not, (a) why not and (b) when will they receive these outstanding payments;

(2) what total amount due in overtime to provincial traffic officers was outstanding as at the latest specified date for which information is available?

253. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether any downward trend in crime was experienced in the Nelson Mandela Metropolitan Municipality (NMMM) during the soccer World Cup; if so, what were the relevant trends in relation to specific crimes;

(2) whether any upward trends in crime were experienced in other parts of the province as a result of the deployment of extra personnel to the NMMM; if so, what are the relevant details;

(3) whether, in the light of the impact of the Special Court in the NMMM, there are any plans to keep this kind of court going on a permanent basis; if so, what are the relevant details;

(4) what key lessons were learnt from the policing relating to the World Cup in the province that can be taken forward into the future?

254. Ms R S Stevenson to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:

(1) Whether the Coega Development Corporation overspent in (a) 2009/2009 and (b) 2009/2010; if so, (i) by what amount in each period and (ii) what are the further relevant details;

(2) whether any projects that were committed to in 2009/2010 remain underfunded in 2010/2011; if so, what are the relevant details;

(3) whether any payments were owed to creditors in respect of commitments as at the latest specified date for which information is available; if so, what are the relevant details?

255. Mr R S Stevenson to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:

(1) What amount was spent in legal fees by the Coega Development Corporation in (a) 2009/2009 and (b) 2009/2010 in respect of disciplinary matters related to employees;

(2) what amount was spent on (a) advocates and (b) attorneys in respect of each specified disciplinary case;

(3) (a) what are the names of the employees concerned and (b) what is the breakdown (i) per advocate and (ii) per legal firm?

256. Ms V Mvenya to ask the MEC responsible for Human Settlements:

(1) Whether she has been informed that the housing project in Ngqamakwe is incomplete; if so, (a) when will these houses be completed, (b) what was the budget for this project, (c) what amount had been paid to the contractor as at the latest specified date for which information is available, (d) when was this project supposed to have been completed and (e) why has it not been completed yet;

(2) whether the beneficiary list is still available; if not, why not; if so, who are the intended beneficiaries?
