288. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:
(1) Whether all municipalities in the province had Performance Audit committees in place as at the latest specified date for which information is available; if not, (a) why not, (b) which specified municipalities do not have such committees in place and (c) by when will all municipalities have such committees in place;
(2) whether the existing Performance Audit committees are correctly constituted in terms of outside representation; if not, why not?
289. Mr J C Cupido to ask the MEC responsible for Local Government and Traditional Affairs:
(1) Whether any individual, committee or forum sets the minimum requirements for positions within the Buffalo City Municipality (BCM) Traffic Department; if so, (a) who are the members of this committee or forum and (b) who is the chairperson;
(2) what is the procedure for changing the minimum requirements for a position;
(3) what were the minimum requirements for (a) a Superintendent position and (b) an Assistant Superintendent position in the BCM Traffic Department in (i) 2005, (ii) 2006, (iii) 2007, (iv) 2008, (v) 2009 and (vi) 2010;
(4) whether there was a vacant Superintendent position in King William’s Town as at the latest specified date for which information is available; if so,
(5) whether this is a funded position; if so, (a) why is the position still unoccupied and (b) where is the funding for this position currently being utilised?
290. Mr J C Cupido to ask the MEC responsible for Local Government and Traditional Affairs:
(1) What is the current organogram for the (a) coastal side and (b) inland side of the Buffalo City Municipality (BCM) Traffic Department;
(2) whether any currently existing positions do not appear on the existing BCM Traffic Department organogram, both inland and coastal; if so, (a) which specified positions and (b) what are the names of the persons occupying those positions;
(3) how many of the (a) Senior Superintendents, (b) Assistant Superintendents, (c) Superintendents and (d) Traffic Officers within the BCM Traffic Department are (i) men, (ii) women and (iii) registered as Traffic Officers, with Traffic Officer diplomas;
(4) who is the highest ranking Traffic Officer based at Gonubie Traffic Services in terms of the existing organogram?
291. Mr D B Haddon to ask the MEC responsible for Human Settlements:
(1) What number of staff were (a) planned for, (b) budgeted for and (c) actually employed in the Housing division of the Ikwezi Municipality as at the latest specified date for which information is available;
(2) how many of the existing positions at the various levels in this Housing division were (a) occupied and (b) vacant as at the latest specified date for which information is available;
(3) whether any plans are in place with a view to filling the critical vacancies in this division; if not, why not; if so, what plans;
(4) whether the staff employed in this division have the necessary skills and experience to deliver the housing mandate they have been delegated;
(5) whether any steps have been or are to be taken with a view to (a) building capacity and (b) enhancing the expertise of the officials in this division; if not, why not; if so, what steps?
292. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(a) When is it anticipated that the Administration of Road Traffic Offences Act, Act 46 of 1998, will be implemented in the province and (b) what is the reason for the current delay in implementing this Act?
293. Mr R S Stevenson to ask the MEC responsible for Health:
(1) How many disciplinary enquiries were held in his Department in (a) 2009/2010 and (b) 2010/2011 up to and including the latest specified date for which information is available;
(2) (a) on how many occasions were outside consultants used to deal with the disciplinary enquiries in (i) 2009/2010 and (ii) 2010/2011 and (b) what was the total cost of using these consultants;
(3) whether there is sufficient internal capacity to deal with disciplinary enquiries within the Human Resources section of his Department; if so, why are they not being fully utilised?
294. Mr J C Cupido to ask the MEC responsible for Sport, Recreation, Arts and Culture:
(1) What is the current status of the development of the sports stadium built in Mthatha for the Soccer World Cup;
(2) (a) what amount had spent on this project as at the latest specified date for which information is available and (b) what is the projected cost to fully complete the stadium and surrounding facilities such as the athletics track;
(3) (a) what amount has the province budgeted for the completion of this stadium and (b) where does her department intend to source funding to complete the stadium;
(4) whether any steps have been or are to be taken with a view to sourcing funding for the completion of the stadium; if, not, why not; if so, what response has there been;
(5) what steps does she intend tasking to ensure that the stadium is completed in its entirety;
(6) (a) what are the anticipated completion dates for the various phases of this project and (b) when is it anticipated that the project will be completed in its entirety?
