QUESTIONS FOR WRITTEN REPLY: IQP 38 OF 2010

295. Mr R S Stevenson to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether the Nelson Mandela Metropolitan Municipality (NMMM) was experiencing a cash flow crisis as at the latest specified date for which information is available; if so, what is the magnitude of the problem;

(2) whether all service providers are paid by the NMMM within 30 days; if not, (a) what total amount in excess of 30 days was due to service providers as at the latest specified date for which information is available, (b) how many service providers are involved and (c) what is the reason for the current cash flow crisis;

(3) whether any unbudgeted expenditure has occurred that needs to be paid; if so, (a) what amounts and (b) in respect of which specified items;

(4) whether any (a) unauthorised and (b) fruitless and wasteful expenditure had been incurred by the NMMM in (a) 2009/2010 and (b) 2010/2011 up to and including the latest specified date for which information is available; if so, what are the relevant details;

(5) whether any steps have been or are to be taken with a view to correcting this problem; if not, why not; if so, what steps;

(6) what was the gap between income and expenditure in the NMMM as at the latest specified date for which information is available?

296. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether all municipalities in the province had anti-fraud and anti-corruption plans as at the latest specified date for which information is available; if not, why not; if so,

(2) whether these plans are being implemented in each municipality; if not, why not;

(3) whether any steps have been or are to be taken with a view to ensuring that those municipalities that do not have such plans implement these plans; if not, why not; if so, what steps;

(4) (a) which specified municipalities in the province do not have such plans in place and (b) when will such plans be implemented in these municipalities?

297. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether the tender for the office space for the Willowmore Cluster Head Office of the South African Police Service (SAPS) had been finalised as at the latest specified date for which information is available; if so, which building will be utilised by the SAPS for this purpose;

(2) what was the (a)(i) purchase price or (ii) monthly rental and (b) square meterage involved;

(3) why is the school not suitable for the cluster commander as well as the detectives;

(4) whether any consideration was given to upgrading the existing unused high school for utilisation as office space; if not, why not; if so, what are the relevant details?

298. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) What is the reason for the delay in completing the runway at Somerset East airfield;

(2) whether any funding has been allocated to complete this project; if not, why not; if so, what amount;

(3) (a) why was the runway not completed simultaneously with the upgrade of the airport and (b) when will the runway be completed to acceptable standards?

299. Mr P E van Vuuren to ask the MEC responsible for Public Works:

(1) (a) What is her Department’s total budget for advertising in publications for the 2010/2011 financial year and (b) what amount of this budget had been spent as at the latest specified date for which information is available;

(2) what is the breakdown in terms of the (a) number and (b) cost of the advertisements that have been published in the current financial year, excluding job vacancies, with a view to promoting the Department or the MEC;

3) whether her Department paid for an advertisement in the August edition of the SAA in-flight magazine Sawubona relating to the celebration of Women’s Month; if so, what was the cost of this advertisement?

Whether there is any provincial policy allowing zinc or tin roofing to be replaced with tile roofing during housing rectification; if not, why not; if so, what are the details of this policy?
