QUESTIONS FOR WRITTEN REPLY: IQP 42 OF 2010

320. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

Whether any plans have been formulated with a view to implementing an integrated transport system throughout the province; if so, (a) what are these plans and (b) when will these plans be furnished to the Portfolio Committee on Transport; if not, (i) why not and (ii) when will such plans be formulated?

321. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) How many man-hour down time delays were recorded at all eNatis centres in the province from 1 January 2010 up to and including the latest specified date for which information is available;

(2) what was the (a) down time cost to the province of these delays and (b) main cause of these delays;

(3) whether any steps have been or are to be taken with a view to minimising future operational down time at these centres; if not, why not; if so, what steps?

322. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether any steps have been or are to be taken with a view to combating crime in the beachfront area of Port Elizabeth, which falls under the jurisdiction of the Humewood Police Station; if not, why not; if so, what steps;

(2) whether the 2009/2010 crime statistics reveal any increase in incidents of crime in this area as compared to the statistics for 2008/2009; if so, what are the relevant details;

(3) whether any consideration has been given to creating an additional Humewood policing sector, which would patrol the beachfront only and double up as a beachfront and tourist police detail; if not, why not; if so, what are the relevant details;

(4) whether the South African Police Service has given sufficient priority to securing the beachfront area in view of its importance in respect of tourism and consequential job creation in the area; if not, why not; if so, what are the relevant details;

(5) whether any long-term plans have been formulated with a view to improving security along this beachfront area; if not, why not; if so, what are the relevant details;

(6) whether the temporary drafting in of additional members during the summer season is the only suitable mechanism currently available with a view to improving safety in this area; if not, what other measures will be implemented in this regard?

323. Mr D B Haddon to ask the MEC responsible for Roads and Public Works:

(1) What was the original contract cost for the completion of the first phase of the Plaskett Road project in Bedford;

(2) what amount had been paid in respect of the first phase of this project as at the latest specified date for which information is available;

(3) whether the full contract price was paid to the contractor before completion of the first phase; if so, what are the relevant details;

(4) what is the name of the contractor appointed to do this work;

(5) whether this contractor was awarded the contract in accordance with all conditions applicable to qualifying in terms of procurement and tendering processes; if not, why not?

324. Mr R S Stevenson to ask the MEC responsible for Health:

(1) What total amount was owed by his Department to the Baviaans Municipality as at the latest specified date for which information is available;

(2) why has the amount of R128 000 in respect of the health subsidy for the 2009/2010 financial year still not been paid;

(3) (a) what amount in arrears is owed to the Willowmore Hospital and (b) when will this amount be paid;

(4) (a) what is the reason for the delay in all these payments and (b) when will the Municipality be paid all the outstanding amounts due to it?

325. Mr J Pienaar to ask the MEC responsible for Health:

(1) What are the Millennium Development Goals relating to his Department;

(2) (a) what progress towards the achievement of these goals had been made as at the latest specified date for which information is available and (b) how many of these goals, expressed as a percentage, have been achieved;

(3) whether his Department will achieve all the Millennium Development Goals relevant to it within the stipulated time-frame; if not, why not?

326. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed that the majority of schools in the disadvantaged areas of the province will not be in a position to complete their syllabi due to the recent three-week public servants’ strike; if so, what are the implications of this for the 2010 Grade 12 final examinations due to be held in October 2010;

(2) what interventions will be made to assist current Grade 12 learners in the light of this situation;

(3) whether educators will receive any remuneration in addition to their monthly salaries if they are part of interventions such as additional teaching and schoolwork after normal school hours and during the September vacation; if not, why not; if so, what are the relevant details?

327. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed that the arrears owed by his Department to the Nelson Mandela Metropolitan Municipality for municipal services amount to approximately R18,4 million; if so, (a) when and (b) how will this amount be paid in order to prevent any disconnections to the district offices within the boundaries of this municipality;

(2) whether the amounts budgeted for municipal services and appropriated to section 21 schools are sufficient to settle these schools’ municipal accounts in full; if not, (a) why not and (b) how will this situation be remedied;

(3) whether any steps have been or are to be taken against section 21 schools which did not pay the amount received for municipal services to the Nelson Mandela Metropolitan Municipality; if so, what steps;

(4) what course of action is open to section 21 schools which have paid their allocated amount for municipal services, but which are still in arrears due to inadequate funding?

328. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed that the parents of a Grade 12 learner who sat for the 2009 Grade 12 examinations, with examination number 3190796, requested a remark of certain subjects, but are still not satisfied with the outcomes; if so, what other recourse is open to these parents, as they allege mistakes were made by the officials concerned;

(2) whether these parents can request a second remark; if so,

(3) whether this remark can be done in the presence of a representative of the parents with the relevant subject knowledge; if not, why not?

329. Mr R S Stevenson to ask the MEC responsible for Education:

(a) What total amount was owed by his Department to the Baviaans Municipality as at the latest specified date for which information is available, (b) what amount of this total has been outstanding for more than 30 days, (c) what is the reason for the delay in payment and (d) when will this amount be paid?
