367. Ms V Mvenya to ask the MEC responsible for Agriculture and Rural Development:
(1) Whether (a) Cathcart, (b) Queenstown and (c) any other parts of the province had been declared drought disaster areas as at the latest specified date for which information is available; if so, what are the relevant details; if not, (i) what procedure must be followed for this declaration to take place and (ii) what relief will be considered for farmers in these areas;
(2) whether any consideration has been or is to be given to subsidising jackal-proof perimeter fencing in view of the continuing drought conditions; if not, why not; if so, what are the relevant details?
368. Mr J C Cupido to ask the MEC responsible for Finance, Economic Development and Environmental Affairs:
(1) Whether he has been informed that between 200 and 300 jackals have been killed in the Addo National Park and the Karoo National Park as part of a research/experimental programme; if so, on what scientific basis was this research conducted;
(2) whether this research was approved by any scientific committee; if so, what are the relevant details;
(3) (a) how many jackals were culled on each reserve, (b) when was this research conducted and (c) by whom;
(4) (a) what protocol was followed and (b) which animal ethics committee approved this protocol;
(5) when will the results of this research be published?
369. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) What progress had been made with regard to the approval of a Municipal Police Service for the Nelson Mandela Metropole as at the latest specified date for which information is available;
(2) (a) what are the obstacles in the way of approving this service and (b) what relevant section and legislation empower the relevant authority to approve this service;
(3) (a) who has the ultimate authority to approve this service and (b) when is it anticipated that this service will be approved?
370. Mr R S Stevenson to ask the MEC responsible for Provincial Safety, Liaison and Transport:
(1) How many firearms were (a) lost by members of the South African Police Service (SAPS) in the province in (i) 2007/2008, (ii) 2008/2009 and (iii) 2009/2010 and (b) recovered in respect of each of these years;
(2) how many members of the SAPS were (a) charged in terms of the SAPS disciplinary regulations and (b) found guilty in each year referred to in paragraph (1) above;
(3) whether any steps have been or are to be taken with a view to ensuring that members of the SAPS safeguard their firearms; if not, why not; if so, what steps?
371. Mr R S Stevenson to ask the MEC responsible for Local Government and Traditional Affairs:
(1) Why has he failed to comply with section 106(4)(b) of the Municipal Systems Act in relation to the publication of the Kabuso Report on the affairs of the Nelson Mandela Metropolitan Municipality;
(2) whether he has been informed that this section compels him to table a report detailing the outcome of the investigation in the relevant provincial legislature within 90 days from the date on which the Minister requested the investigation; if so, when will he table this report in the Legislature?

(1) What total remuneration in salary and benefits has been received by (a) the acting Municipal Manager of the Nelson Mandela Metropolitan Municipality, Elias Ntoba, since his appointment to this position and (b) municipal manager Graham Richards in respect of the same period;
(2) (a) what amount in legal costs had been spent on the court case against Graham Richards as at the latest specified date for which information is available and (b) (i) when and (ii) how is it anticipated that this case will be resolved?
