QUESTIONS FOR WRITTEN REPLY: IQP 48

376. Mr R S Stevenson to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether any steps have been or are being taken by the province with a view to assisting the Nelson Mandela Metropolitan Municipality (NMMM) in its request for drought disaster relief funding;

(2) (a) for what amount did the NMMM apply and (b) for what specific purpose is this amount intended to be used;

(3) whether the relevant national Government department had processed the application received from the NMMM as at the latest specified date for which information is available; if not, why not; if so, what are the relevant details;

(4) whether national Government had made any decision as to whether or not to assist the NMMM with drought disaster relief funding; if not, (a) when is it anticipated that this matter will be finalised and (b) what specific amounts are involved?

377. Mr D B Haddon to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether he has been informed of the large number of residential properties in Matatiele that have illegal water connections; if so, what are the relevant details;

(2) (a) what costs are to be recovered from these consumers who have installed illegal connections and (b) (i) how and (ii) by when will these costs be recovered;

(3) whether any plans have been put in place by this municipality to ensure that sustainable monitoring takes place with a view to preventing illegal water connections; if not, why not; if so, what are the relevant details?

378. Ms V Mvenya to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether he has been informed that certain municipalities in the province are spending large amounts on repairing municipal vehicles that were damaged by officials; if so, (a) what amount was spent on repairing vehicles in the Amathole District Municipality from 1 April 2009 up to and including the latest specified date for which information is available;

(2) (a) how many officials in this municipality had been charged for causing damage to vehicles as at the latest specified date for which information is available and (b) what amount was spent on replacement vehicles in this municipality in the time-frame referred to in paragraph (1) above?

379. Ms V Mvenya to ask the MEC responsible for Local Government and Traditional Affairs:

(1) Whether he has been informed that the Government vehicle that is allocated to the mayor of Buffalo City Municipality was damaged beyond repair by the mayor’s bodyguard in the absence of the mayor; if so,

(2) whether in terms of existing policy this vehicle is allowed to be used by someone other than the mayor; if so, what are the relevant details;

(3) whether any disciplinary steps have been or are to be taken against the culprit in this regard; if not, why not; if so, what steps;

(4) (a) how will the expenses incurred as a result of this incident be recovered and (b) what amounts are involved, including the hiring of the vehicle?

380. Mr D B Haddon to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) When will the planned multidisciplinary or “super” roadblocks be implemented in the province during the holiday season;

(2) whether she has received the operational plans for these roadblocks in the province; if not, why not; if so, what are the relevant details;

(3) whether her department has the capacity to deliver a sustained roadblock service throughout the province during the holiday season;

(4) whether it is the intention to undertake an awareness campaign aimed at the public before the roll-out of these roadblocks; if so, what are the relevant details?

381. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed that the Special Investigating Unit has detected and prevented erroneous double payments to 17 schools in the province, which has saved his Department approximately R3,5 million; if so, what was the reason for these potential double payments;

(2) whether any officials had been identified as being implicated in these potential double payments; if so,

(3) whether any disciplinary steps have been or are to be taken against these officials; if not, why not; if so, what steps;

(4) whether any measures have been implemented with a view to preventing erroneous transactions of this nature; if not, why not; if so, what measures?

382. Mr P E van Vuuren to ask the MEC responsible for Education:

(1) Whether he has been informed that the Special Investigating Unit has uncovered erroneous payments made to eight individuals totalling R2 888 453.90; if so, what were the reasons for these erroneous payments;

(2) whether any acknowledgement of debt has been signed by the individuals concerned; if not, why not;

(3) whether any amount of this debt had been recovered as at the latest specified date for which information is available; if not, why not; if so, what amount;

(4) whether any agreement had been signed as to how this debt will be recovered as at the latest specified date for which information is available; if not, why not; if so, what are the relevant details;

(5) whether any disciplinary steps have been or are to be taken against the individuals concerned; if not, why not; if so, what steps?
