121. Mr R S Stevenson to ask the MEC responsible for Education:
(1) Whether all schools in the Port Elizabeth district have been receiving funding for the School Nutrition Programme since the beginning of the 2012/2013 financial year; if not, why not;
(2) (a) what are the names of the schools that are not on the Programme and (b) what are the outstanding amounts involved;
(3) whether those schools that have had their quintile status changed since the beginning of the 2012/2013 financial year and that now qualify to be part of the School Nutrition Programme have been included on the list to receive the necessary funds; if not, (a) why not and (b) what are the (i) names of the schools that have not been included on the list and (ii) outstanding amounts in each case;
(4) by what date will all outstanding amounts relating to the School Nutrition Programme be paid to the schools concerned?
122. Mr R S Stevenson to ask the MEC responsible for Education:
(1) Whether he has been informed that work began on three prefabricated classrooms at the John Maziza Lower Primary School in Walmer Township, Port Elizabeth, but that the contractors have not been on site for more than a month; if so, why have these contractors been absent for more than a month;
(2) (a) what time-frames have been set for completion of this project and (b) when is it anticipated that the project will actually be completed;
(3) whether any steps have been or are to be taken with a view to ensuring that work on this project recommences; if not, why not; if so, (a) what steps and (b) when?
123. Mr P E van Vuuren to ask the MEC responsible for Education:
(1) Whether he has been informed that interns within his Department have been unfairly absorbed, without participating in the recruitment process; if so, why was the policy pertaining to internships ignored;
(2) whether any guarantee can be given that interns will in future participate in the recruitment process just like other applicants; if not, why not; if so, what are the relevant details?
124. Mr P E van Vuuren to ask the MEC responsible for Education:
Whether his Department has developed effective, measurable and sustainable instruments to determine how many learners in the province qualify for scholar transport; if not, (a) why not and (b) when will such instruments be developed; if so, how are these instruments utilised?
125. Mr P E van Vuuren to ask the MEC responsible for Education:
Whether he has been informed that a wide range of educators in the province, who fall into a number of different categories, have not been paid; if so, (a) what are the factors that have contributed to the non-payment of these educators and (b) by what specified date will all these educators have been paid?
126. Mr R S Stevenson to ask the MEC responsible for Provincial Planning and Finance:
(1) Whether Provincial Treasury monitors the payment of creditors by departments with a view to ensuring that the 30-day payment deadline is met; if not, why not; if so, (a) what total number of creditors had payments owing to them in excess of 30 days as at 31 March 2012 in respect of the province as a whole and (b) what total amount was owing to creditors as at 31 March 2012;
(2) what is the breakdown per specified department in respect of (a) and (b) in paragraph (1) above?
