The Democratic Alliance tabled a motion in the Provincial Legislature this afternoon (subs: Tuesday, 14 Jan) that the MEC for Local Government and Traditional Affairs, Mlibo Qoboshiyane, rescind the appointment of Rev. Noel Pietersen as Municipal Manager of Camdeboo Municipality.
This appointment has been shrouded in controversy from the outset.
There are two main areas of concern around this matter:
Firstly, Rev. Pietersen does not possess the necessary qualifications and expert skills and competencies as mandated in section 54(A) 3(a) of the Municipal Systems Act.
Secondly, the Minister of Cooperative Governance and Traditional Affairs, Lechesa Tsenoli, gave a determination that the appointment of Pietersen be declared null and void in terms of this section of the Act.
Despite this MEC Qoboshiyane has defied the Minister and gone ahead and appointed Rev. Pietersen.
This is serious and shows the MEC’s contempt for riding roughshod over ministerial determinations and legislative prescripts and appointing cronies loyal to the current political order.
This matter is also receiving attention at national level where our parliamentary colleagues are engaging with the Minister in this regard. The DA is also considering legal steps.
With service delivery delays under President Jacob Zuma’s ANC, it is imperative that this province stops the nepotism and gets serious about employing competent, qualified people to lead this province forward to fulfil municipal public services to every inhabitant of this province.
