Provincial Government blatantly ignores instructions requiring municipalities to ring-fence water and electricity fees

The Eastern Cape Provincial Government has blatantly ignored direct instructions from the National Treasury, requiring that the province ensure local municipalities ring-fence funds collected for water and electricity.
