THE Democratic Alliance in the Bhisho Legislature has accused three local councils of irregularly appointing municipal managers. They claim Intsika Yethu in Cofimvaba, Walter Sisulu in Aliwal North and Port St Johns local municipalities have irregularly appointed managers.
